Basic Information:
Harbin is the townmaster of Phandalin upon the arrival of the Azareah, Deimus and Cepheon.
As townmaster, Harbin serves as mediator, judge, and record-keeper for Phandalin. He carries one set of keys to the jail cells in the Townmaster's Hall. He is also responsible for posting jobs
and bounties, and for paying out the rewards for these tasks.
Independent of his role as townmaster, Harbin acts as a banker in Phandalin, lending out both money and land. He is known to use the debts owed to him to pressure townsfolk and business
partners into giving him what he wants. While he is unsympathetic to the plights of the people, he tries to ensure that the town remains prosperous and doesn't get involved in affairs
that do not concern it.
